Stanford undergraduates have over 100 majors to choose from, each of which has its own declaration process. The requirements for declaration processes vary significantly, ranging from completing a short form to writing an essay.
It may be true that all you need is love. Still, your typical elite university would probably argue that you need a little (or a lot) of math, chemistry and philosophy thrown in as well. Axess has been open for winter course enrollment since Oct. 24, but currently undeclared juniors are unable to register due to the hold placed on their accounts preventing winter quarter enrollment. Though technically required to choose a major by the end of sophomore year, a handful of juniors delay this deadline until the end of fall quarter of junior year.
